I have a Samsung Galaxy S4.

When you say "Make sure “Multiple widgets” is enabled". I don't have that on my screen and I do have Jelly Bean 4.2.2

I have the same question.

My options are:

Screen Lock

Lock Screen widgets

Make pattern visible

secured lock time

I figured it out.  The Lock Screen need to be set to "Swipe" to show the "Multiple Widgets" option, and "Shortcut to Lock Screen" need to be "On".   Then you can just hold and swipe the "Camera" icon on lock screen to activate camera.  This trick also work on the Phone, email, and google shortcuts that also show on my lock screen by default
