On Jelly Bean 4.2.2 system settings are accessible from notification bar. To toggle WiFi or Bluetooth On or off and access quick settings on Nexus 4, Google Nexus S do as follows:
1. Unlock the phone
2. Drag down the notification panel with 2 fingers to see quick settings (if you drag with one finger, you need to tap the icon on the top right)
3. Available options are: Brightness, Settings, WiFi, Airplane Mode, Bluetooth
4. Tap each icon to open its settings
5. Tap and hold Bluetooth or WiFi to turn them off or on
