How to Use Offline Speech Recognition in Jelly Bean

If you have an Android device upgraded to Jelly Bean 4.1 and use text to speech feature on your phone or tablet, then you can have this feature offline by doing as follows:

  1. Go to “Language and Input” in the Setting
  2. Tap on "Download offline speech recognition" under the "Voice Search" 
  3. Choose the language pack you want your Android device to recognize
  4. Download the pack and enjoy the offline voice typing

I have Android 4.2.2 (Mobistel Cynus E1), but do not see the "Download offline speech recognition" option in the settings...


OTOH, my table (TrekStro SurfTab), also with Android 4.2.2, HAS this option...
